Continued Public Hearing of
June 21, 2006



I.     CALL TO ORDER – Chairman Philip Lindquist opened the continued public                                       hearing at 8:00 p.m.

        
        Members Present:        Philip Lindquist, Chairman

                                Gordon Coyle, Member
                                Richard Flynn, Member

        Members Absent: David Nagle, Clerk

        Others Present: Town Planner Noreen O’Toole
                                Administrative Assistant Barbara Ferguson


        Timothy Bennett of Bennett Engineering told the Board that, based on the recent decision rendered by Town Counsel, there is no longer an estate lot at the corner of Elm Street and William Curtis Way.  There is now a landscaping parcel, identified on the plan as Lot A, with proposed frontage along that portion of Elm Street which will be owned by a homeowner’s association and probably feature a decorative entry.  


        He noted that the drainage had also been reconfigured to address the concerns raised by abutters.  The changes, he said, include the design of a “T” notch weir to slow down the water.  He said that the plan will be going before the Conservation Commission once the Planning Board has rendered its decision.


        Gilbert Allen of Elm Street told the Board that there were five to six inches of standing water on portions of the site following the recent rainstorms.  His observation was verified by Alan Allen of the same address who noted that vegetation had also been destroyed by clear cutting.


        Chairman Philip noted that additional information had been received by the Board since the last hearing session in addition to the new set of plans and drainage analysis.  That information included reviews of plans submitted by Merrill Associates in letters dated June 7, 2006 and June 20, 2006 as well as a June 19, 2006 memorandum from Water Superintendent Glen Doherty.  He said that the Board should review the information before making a decision. The decision he said would be rendered at the next Board meeting.
